A pizzeria in a Brazilian coastal anchorage delivers orders by canoe to sailboats, operated by Jorge Miguel, a fisherman who has lived and worked on the water since 1973. Adriano Plotzky aboard Sal meets Jorge at an anchorage the crew nicknamed "O Condomínio," where four boats are rafted together.0:30 Jorge's delivery canoe carries a McDonald's-style warming box, added at a customer's suggestion.1:27 The conversation shifts to Jorge's history: he fished in Rio de Janeiro, built a fish trap that IBAMA burned down, worked freight, and eventually settled at this anchorage for nearly two years.1:40 He holds documents from the Capitania authorizing his operation.2:22 The bulk of the exchange covers small-scale fishermen's grievances: industrial trawlers drag nets inside the bay, harvesting undersized shrimp and juvenile fish before they mature, while caiçara communities — generations-old coastal residents — receive no guidance from regulators before enforcement actions.3:28 Jorge argues that a zoning system from Ilha do Esmero to Ilha Grande, reserving nearshore waters for canoe fishermen, would allow fish stocks to recover within six months.5:03 A 15–20 kg shark has also been spotted in the anchorage, small but capable of biting.0:45
