Tom Tursi, skipper of a Maryland School of Sailing vessel, entered Cape Charles City Channel at approximately 2100 on August 1, 2024, and passed within an estimated 30 feet of jagged steel pipe stumps — the submerged remains of destroyed light 1CC — without knowing they were there.1:56 The Coast Guard's Local Notice to Mariners had reported the structure destroyed and replaced with a temporary lighted buoy (TRLB), but neither that notice nor a June 28 Broadcast Notice to Mariners described the broken pipes protruding inches above the water. Tursi spotted the TRLB only at 100 feet in fading twilight, turned into the channel, and cleared it by 30 feet.1:21 He saw the stumps the next morning in daylight.1:33 After he filed a hazard report on August 8, the Coast Guard added "HAZ NAV" language to LNM 33-24 on August 13.6:35 Tursi's post-incident research found that Frank Mummert had since logged the hazard on ActiveCaptain, and that the NOAA Coast Pilot and Chesapeake Bay cruising guides can supplement official notices.9:50 He also notes that some TRLB replacements, such as light 168 on the James River, remain uncorrected for years.10:17 The lesson: when a NAVAID is reported destroyed, assume debris remains near the water surface and check crowdsourced platforms like ActiveCaptain before entering.
