Foreign Flag Registration and Cruising Licenses: What Sailors Need to Know

Qué cubre este vídeo

Registering a vessel under a foreign flag, such as the Republic of the Marshall Islands, allows owners to obtain a U.S. cruising license, which simplifies movement between U.S. ports by exempting foreign-flagged pleasure yachts from repeated customs entry and clearance procedures. To maintain this license, owners must comply with U.S. Customs and Border Protection (CBP) regulations, which require the vessel to depart the United States, visit a foreign port, and remain outside the country for at least 15 days after the previous license expires or is formally surrendered. Simply sailing into international waters does not satisfy this requirement. Owners must coordinate the surrender of an existing license in person with customs officials before departure to ensure the 15-day eligibility clock begins. While foreign registration can offer specific benefits, it introduces ongoing administrative responsibilities, including strict adherence to international documentation standards and customs reporting. Consulting a maritime attorney is essential to navigate the complexities of vessel registration, ownership structures, and potential import duties.
